that there are 2.8 Million Canadians who are blind, vision impaired
or print restricted that would benefit from the previsions of the
VoicePrint Broadcast Service.
These are 666,500 blind or low-vision and 2.17
Million print-restricted individuals. These 2.8 Million Canadians
are unable to access print Media due to psychological, physiological
or neurological reasons.
These people live in both rural and urban areas
throughout Canada. Base upon an extrapolation of the "1991
